When the Welcome Access app is missing permissions, it stops functioning because the device operating system blocks its access to the essential hardware components and data files required to run its code. Modern smartphones use a security model called sandboxing, which isolates apps and denies them access to system resources by default until you grant permission.

Hardware Lockout: The system physically cuts off access to necessary permissions, such as notifications, location, and nearby devices (Readers) which causes the app to fail instantly
API Failures: The app's software code requests a specific system tool (API) to read data, but the operating system rejects the request, which can cause the app to freeze, crash, or display error loops
Missing Permission Impacts

How to allow permissions
Open your Android smartphone
Go to Settings
Go to Apps
Select the Welcome Access app
Go to permissions
Allow the following permissions:
Notifications
Location
Nearby devices
Note: You may have additional permission available, which is tied to the In-app access badge rather than the Google Wallet. If your building uses an In-app access badge, you should enable this too.
